Prior to joining UT Dallas in 2013, I completed my PhD in Public Administration and Policy at Arizona State University. My research in applied government finance seeks to inform state and local governments of ways to manage fiscal risk and promote their long-term fiscal health, which involves sustainable management of operating budgets, long-term debt, and employee retirement obligations. More broadly, I study how fiscal institutions and governance arrangements affect governmental financial performance. In addition to government finance, I do research on migration in post-Soviet economies.
